Subject	What is this Crusty Buildup on my Exhaust Turbine Wheel?

Message	I pulled off my downpipes last night to replace the turbo to downpipe gasket. While inspecting the turbos for shaft play I noticed this crusty buildup on the exhaust turbine wheel. I used my nail and I was able to scrape it off of some of the fins without too much difficulty. Has anyone experienced this type of buildup before? I would think that carbon buildup would be darker in color. How should I go about cleaning the wheel off? Thanks in advance.
